Bulkhead design requires a balance of forces from the pilings and the water.  When there is no hydrostatic balance  from the water pushing back toward the bulkhead, it will fail. This failure mode leads to pushing the piling and sheeting forward into the lake.

 

The seasonal lowering of the lake puts tremendous stress and leads to unnecessary early failures of the bulkheading around the lake and millions in damages.
